Li Kaimeng


Mr. Li Kaimeng is the deputy director and research fellow of China Institute of Technology and Economics, expert enjoying a special allowance from the State Council, member of the PPP Expert Panel of the UN Economic Commission for Europe (UNECE), head of the PPP International Standards Research Team of Urban Rail Transit, member of the PPP Expert Committee of the NDRC, research fellow of the Central Enterprise Think Tank League of the State Council and SASAC, and member of the Expert Committee of Tsinghua University PPP Research Center. He is also the government-dispatched visiting scholars to Stanford University and doctor of economics in population, resources, and environment of the Renmin University of China. He has professional qualifications such as Certified Public Accountant, Consulting Engineer (Investment), Supervision Engineer, Certified Public Valuer, Project Management Professional (PMP) awarded by Project Management Institute, Certified Senior Enterprise Risk Manager (CSERM) appraised by Asia Association of Risk and Crisis Management, and Registered Senior Project Manager in the Australian Association of Project Management.




Academic Achievements




Mr. Li has been honored with the titles of Advanced Individual of National Engineering Construction Standard Quota Work by the Ministry of Construction and Excellent Expert in Feasibility Study and Project Evaluation by the Chinese Society of Technology Economics.

He has been a Chinese consulting expert recruited by the UN Economic and Social Commission for Asia and the Pacific, the UN Economic Commission for Europe, the World Bank, the Asian Development Bank, and other international organizations. He has participated in the research and formulation of major projects, policies, and plans at home and abroad. He has published more than 20 monographs and over 100 papers. His research results won the Youth Innovation Gold Medal of  Central Enterprises by the State Council and the State-owned Assets Supervision and Administration Commission (SASAC); two first prizes, five second prizes and five third prize of outstanding research achievements at provincial and ministerial levels or by the NDRC; and more than 20 outstanding achievement prizes in the national engineering consulting industry. His main areas of work include the scheme design of public-private partnership (PPP) policy and implementation, feasibility study of investment projects, and financial, economic and social evaluation; the sustainable development strategy and design and consulting of financing plan; consulting for regional and industrial development planning; and security review for Mergers & Acquisitions via foreign funds.
