Guo Jianbin

Dr. Guo Jianbin, research fellow, expert enjoying a special allowance from the State Council, worked as the deputy director of CIECC’s General Office and director of the Policy Research Department. He has now served as the director of the Regional Development and Planning Department. He studied at Japan’s Toyo Engineering Corp. and worked as the senior visiting scholar in the UK. He has served as member of the Academic Committee of National Development and Reform Commission, member of the National Expert Advisory Committee for the Development of Strategic Emerging Industries, member of the Expert Committee of Professional and Qualification Examination of Consulting Engineer under China National Association of Engineering Consultants, member of the Professional Committee of Service Quality Standards of China Standardization Committee, advisor to the think tank of Shenyang Municipal Government, and part-time postgraduate tutor of Central University of Finance and Economics and Harbin Engineering University.

He has a range of professional qualifications such as Project Management Professional (PMP) awarded by Project

Management Institute, member of the Chartered Institute of Building (MCIOB), Certified Senior Enterprise Risk Manager (CSERM) appraised by Asia Association of Risk and Crisis Management, China’s Registered Consulting Engineer, and China’s Registered Supervision Engineer.

Academic Achievements

Dr. Guo presided over and participated in the summary study of the revitalization strategy of old industrial bases in northeast China, the development planning of Zhoushan Archipelago New Area in Zhejiang and Xi’an Xixian New Area in Shaanxi, the 13th Five-Year Economic and Social Development Plan for Anshan City and Xilingol League, the modern industrial development plans of Yulin City in Shaanxi Province and the Ningxia Hui Autonomous Region, the development plan of Beilun Economic Development Area in Ningbo and Hulunbeier Economic Development Area in Inner Mongolia, the new urbanization development plan in Hami Region, the comprehensive demonstration and implementation plan of energy conservation and emission reduction in Hainan Province, and the study of ecological civilization plans in Leshan City of Sichuan Province and Yanbian Korean Autonomous Prefecture of Jilin Province. Many of them won provincial and ministerial awards. The Theory and Methods of Risk Analysis for Investment Projects and Case Studies and Research on Low Carbon Development in Beijing won the first prize and the third prize of Outstanding Research Achievements granted by the National Development and Reform Commission. The Mid-term Evaluation Report of Tianjin Infrastructure Construction Large Loan Project won the first prize of the Excellent Consulting Achievements of China National Association of Engineering Consultants. The Research on Theory and Methodology of Engineering Consulting won the first Youth Innovation Gold Award of the State-owned Assets Supervision and Administration Commission in 2009.

 He has participated in the compilation of a lot of books including the Analysis and Evaluation of Project Decision-making, Guide to Management Consulting, Cases of Economic Evaluation for Construction Projects, Modern Management of Construction Project, Methods and Parameters of Economic Evaluation for Construction Projects, Modern Engineering Consulting Method and Practice, and Decision-Making on Investment and Construction Projects.
