Yang Shangming
Mr. Ma Chaoying, professor-level senior engineer and expert enjoying a special allowance from the State Council, serves as the director of CIECC’s High-tech Industry Department. He has specialized in consulting and evaluation in the fields of machinery and equipment, automobile, ships, and high-tech industry for a long time and presided over hundreds of consulting and evaluation projects. He has the ability and experience in undertaking major project consulting and evaluation, special research, planning and layout, project management, and post-evaluation, enjoying good reputation and popularity in the industry.

Mr. Ma has been recruited by the NDRC, Ministry of Industry and Information Technology, Ministry of Science and Technology, Ministry of Finance and other ministries as an expert in the preparation of the National Long-term Plan for Major Science and Technology Infrastructure (2011-2030), an expert in the overall planning of the 12th Five-Year Plan and the 13th Five-Year Plan, head of expert panel in the preparation of the national marine engineering implementation plan for strategic emerging industries, member of the overall center group of the National Major Science and Technology Project— High-grade Numerical Control Machine Tools and Basic Equipment Project, an expert in the preparation of the Implementation Plan for Major Science and Technology Projects for Intelligent Manufacturing and Robots, an expert in the national science and technology expert database, and special adviser to the Blue Book Editorial Committee of New Energy Vehicles. His Consulting Report: Problems and Suggestions of the Development of New Energy Automobile Industry was instructed by the then premier, deputy premier, and several ministers, playing an important role in the healthy development of the industry. He won two third-class awards of outstanding research achievements granted by the NDRC. He received the first award granted by the China National Association of Engineering Consultants. At CIECC, he obtained ten first prizes, ten-second prizes, 16 third prizes, and one special contribution prize for policy consulting.
