Zhang Zongwen


Mr. Zhang Zongwen, professor-level senior engineer, graduated from the Department of Mining Engineering of China University of Mining and Technology. He has specialized in policy research, planning consulting, and engineering project evaluation in the energy industry for a long time. He has a good knowledge of national laws and regulations on the energy industry and technical policies for the industry.

Currently, he is member of China Coal Industry Committee of Technology and member of the Expert Advisory Committee of the National Energy Commission. He serves as the director of CIECC’s Energy Business Department.


Academic Achievements




Mr. Zhang has presided over and participated in the consulting and evaluation of many national key construction projects and plans, representing an active participant in the formulation of policies and regulations of national energy industry. He took part in the research and preparation of development plans for the national coal industry during the 10th, 11th, 12th, and 13th five-year plan periods.


He has published many papers including the Three Major Problems in Hydropower Construction, Analysis of Cascade Reservoir and Dam Group Risks Hidden in Current Hydropower Industry Standards, Research on the Investment Recovery Mechanism of Pumped-Storage Power Station under the Current Power System, and Developing the Coal-to-Oil Industry in Response to Petroleum Energy Crisis.
