Formulating National Mandatory Energy-saving Standards

Energy-saving standards are the basis of the national energy conservation system and the effective support for resolving overcapacity and improving energy efficiency and emission reduction. To further strengthen energy-saving standardization, the General Office of the State Council issued "Opinions on Strengthening Energy-saving Standardization" in Document [2015] 16, which raised the formulation of mandatory national energy-saving standards to an unprecedented height.

Commissioned by the Ministry of Transport and the National Technical Committee for Standardization of Energy Infrastructure and Management in 2015, CIECC formulated five industry energy-saving standards/specifications covering per-unit-product energy consumption of iron ore strip mining, underground mining, and dressing, calculation of technical and economic indexes for thermal power plants, per-unit-product energy consumption of heat and power co-generation, etc.

This series of standards put forward energy-saving requirements for related industries for the first time in China, and have played an important role in technically guiding and standardizing energy-saving assessment and promoting the progress of energy-saving and emission reduction work in China. Therefore, CIECC has been designated as an important technical supporting unit for energy-saving work by a number of ministries and commissions of the State Council.
