When conducting an assessment in Sanming City, Fujian Province, CIECC believed that the city could serve as a local model for promoting the coordinated implementation of the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy. On the basis of in-depth investigation and research, CIECC completed its report in 2020.

The findings attracted the attention of many departments. Subsequently, the Publicity Department of the CPC Central Committee led a number of partners in government and media to generate a nationwide upsurge of enthusiasm for learning from Sanming City. The report submitted by CIECC has made a positive contribution to guiding all cities in China to better follow the new development philosophy, boosting the coordinated implementation of the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy, and accelerating high-quality development.
