Commissioned by the SASAC, the company completed the compilation of the Guidelines for Post-Evaluation of Fixed Assets Investment Projects of Central Enterprises (Recommended Draft) in 2004. The SASAC adopted the Guidelines and formally issued “Guidelines for Post-Evaluation of Fixed Assets Investment Projects of Central Enterprises” in 2015 to guide the work in this aspect.

To implement the decision of the State Council on reforming the investment system and establish a sound supervision and evaluation system for government investment, CIECC undertook the “Research on Post Evaluation of Government Investment Projects” in 2007, a task entrusted by the NDRC. Considering the characteristics of government-invested projects and based on a systematic study of post-evaluation methods of foreign institutions, CIECC determined the working procedures, management, and supervision, as well as the application of results of post-evaluation of government-invested projects. In 2008, the NDRC officially issued the “Measures for the Management of Post Evaluation of Central Government-invested Projects (Trial),” in which CIECC's research results were fully adopted.
