Focusing on “Made in China 2025” to promote the upgrading of the industrial workforce

The weak industrial workforce is a serious constraint on the enhancement of China’s industrial competitiveness and brand building. After in-depth investigation and research, CIECC submitted the Investigation Report on Industrial Workers in Some Manufacturing Enterprises in Northeast China to the Party Central Committee in August 2016. According to the report, there was an urgent need for China to reshape its industrial workforce into a knowledge-based team. Shortly after its submission, the report was listed as a major reform topic by the Office of the Commission for Comprehensive Reform under the CPC Central Committee. In June 2017, the Party Central Committee and the State Council issued the Reform Program for the Development of the Industrial Workforce in the New Era, in which suggestions and initiatives from CIECC were fully adopted.
